EXPERIENCE

After completing the requirements for a Masters Degree in electrical engineering in 1972, Mr. Orrell joined Black & Veatch, Consulting Engineers, in Kansas City, Missouri . At Black and Veatch Mr. Orrell served as a project engineer on a variety of design and analysis projects for electric utilities. His projects included design of substations and transmission lines. He also performed numerous studies including long range planning studies, load flow studies, short circuit studies, and economic feasibility studies.

In 1983 Mr. Orrell was given responsibility for all Transmission and Distribution work in the Mid-Atlantic region of the US . Mr. Orrell managed a T&D group that eventually included 14 engineers, 1 technician, 3 CAD operators, and various support personnel. In 1986 Mr. Orrell was promoted to Senior Vice President of the Mid-Atlantic Region. As Senior Vice president Mr. Orrell was responsible for the T&D group, as well as the Civil/Environmental and Industrial Divisions.

In 1989 Mr. Orrell founded Utility Technology and serves as Managing Partner. At UTEC Mr. Orrell has managed a variety of T&D projects and has also served as project manager on over 11,000 kW of standby/peak shaving generation projects.

Mr. Orrell has been involved with changes in the electric utility industry brought about by the 1992 Energy Policy Act. He worked with two South Carolina municipal utilities to solicit and evaluate proposals for new power suppliers. As a result of this work, each of these municipal utilities started purchasing power from a new power supply company in 1997, and their power supply costs have been significantly reduced.

  • Project manager Progress Energy 85 MW Market Mitigation Sale, 2002 and 2003.
  • Project manager City of Newberry, SC versus Newberry Electric Co-op compel to purchase facilities following SC statute § 58-27-1360.
  • Project manager of five (5) 1850 kW mobile diesel engine generator installation and design of two (2) permanent generating plants (10,000 kW), Seneca, SC.
  • Project manager for 100 kV /12.5 kV, 50 MVA, Distribution Substation for the Greenwood, SC, Commissioners of Public Works.
  • Project manager for electric system planning study for the Greenwood, SC, Commissioners of Public Works.
  • Project manager for full utility (electric, water, sewer lines) cost of service and rate study for Seneca, SC, Light and Water Plant.
  • Power supply evaluation for Greenwood, SC Commissioners of Public Works and for the City of Seneca, SC.
  • Project manager for the design of 100 kV to 12.5 kV expansion of a delivery substation for the City of Seneca, SC.
  • Project manager for short circuit coordination study for the City of Seneca, SC.
  • Project manager for a comprehensive, full utility (electric, water, waste water ) long range planning study for the Gaffney, SC Board of Public Works.
  • Project manager for a 100 kV Tap Station for PMPA to serve the Gaffney, SC Board of Public Works.
  • Project manager for a two mile 100 kV transmission line for PMPA to serve the Gaffney, SC Board of Public Works.
  • Project manager for a new 100 kV to 24.9 kV delivery substation for the Gaffney, SC Board of Public Works.
  • Project manager for system short circuit coordination study for the Gaffney, SC Board of Public Works.
  • Project manager for design modifications of 3 - 25 kV Voltage Regulator Stations for the Gaffney, SC Board of Public Works.
  • Project manager for the design and installation of a 3 MW standby/peak shaving generation plant at Harwood's Mill WTP in Newport News, VA.
  • Performed detailed cost of service and rate study for electric, water and waste water system for the Gaffney, SC BPW.
  • Billing and Rate Analysis for large industrial customer for Seneca Light and Water in Seneca, SC.
  • Project manager for five (5) diesel engine generation sites, 11,625 kW, Gaffney, SC.
  • Design of 12.47 kV Double Circuit Line from Deep River Substation to Banner Pharmacaps for the City of High Point, NC .
  • Design of the 100 kV Jackson Lake Substation in High Point, NC .
